I would also like to mention that not all of the judges gave out 1+ ratings, and only stuck with I, II and Honorable Mention. However, one of our instrumental judges did give out a few 1+ ratings, so they are listed above. Also, one of the judges said the students at this contest were much more prepared than the last contest he judged and he was impressed with the quality of performances at the competition.
